Dumaguete City is known to be the "city of gentle people". It is a third class city in the Province of Negros Occidental. There are many travel destinations within Dumaguete City. One of which is the American private university, the "Siliman University". The city is also known as a University town because a large number of its population are university students. From Bacolod City:

Take the Ceres Bus on the South Bound Terminal going to Dumaguete City. (For a less hassle travel, it is adviced to ride with their 11:00 bus trip. You will arrive at Dumaguete around 6:00 AM.) 

From Cebu City:
Via Santander
Ride a bus bound for Liloan Port (bus fare P280, 3.5 hours travel time). Then take a ferry to Sibulan Port, Negros (Fast craft fare P65 w/ terminal fee. 25 minutes travel time). From Sibulan Port, take a multicab ride going to Dumaguete City (fare P13).

For your overnight stay, you can have a rest at Flying Fish Hostel. They have a dorm type with a very affordable price. The place is perfect for budget travellers and their staff are very accommodating.
